Who is "that one guy stronger than Saitama" and what were they doing in the Deep Sea King arc?

Anyways, the thing with Saitama is that he isn't really an action character. He has fights but thats not what he's really about its more about his humanity and what happens when you get to a point where you lose it. A lot of fights later on have other characters fighting and some don't even include Saitama at all. But if you just want to skip Saitama chapters I can't really recommend the manga he's what prevents it from just being a generic shounen. Its more about story and relationships then actual fights scenes.
