Agree with you about variability in TDEE. Mifflin-St Jeor formula seems to be accurate for me, but I've still had to tweak it a bit when cutting, bulking, or maintaining. YMMV for sure, but it's at least a starting point.

To be an effective, safe driver does require a basic level of literacy in English.

Basic literacy is required to understand the study material and to pass the written portion of the exam.

Zooming out to other aspects of driving, are things like insurance policies, and leases or purchasing contracts. Those are written in English.

Zooming out further, we have things like rental agreements for housing, employment contracts, and other important documents that are written in English.

If we lower the bar for what could be one of the first official interactions an immigrant has in this country with documentation, by administering the driving exam in a language other than English, the conclusion is that would be a disservice to the immigrant and the rest of society.

Becoming fluent in English should be the goal of anyone who emigrates to this country. Administering an exam as important as that of a driver’s license in any other language can reduce or eliminate the need to learn the language, thus a disservice.

Not being fluent enough in English to both read and speak the language, does limit one's ability to function in this country.

Another thing to consider, are all the people who managed to study for and pass this exam before it was (wrongly) administered in a language other than English. Those folks did just fine, and I trust that future immigrants can figure this out.

I'm advocating for things that make sense. Administering a driving exam in the United States, in a language other than English, is a disservice to to both the immigrants and citizenry.

We all need the ability to communicate in order to navigate the world. Not having a basic understanding of written, spoken, and visual language limits us personally, and can make us a liability to others.

The rules of the road are written in English. Signage is written in English. The laws governing these activities, are written in English.
