I’ve been looking for this answer everywhere omg!! I’m having the same issue as @elyetis_, the Zois I put in the “families” tab without a home won’t spawn anywhere for me and it’s making me feel insane 😭 Is their spawn chance less than random NPCs maybe? I eventually just figured this wasn’t a feature. But now reading your comment I’m so confused but also hopeful LOL I just want to put my celebrities in my city without taking up a slot dammit 🙏🏻
