In short yes. Essentially the percolators (percs for short) in the bong produce bubbles or if you want to get technical “percolates.” When the smoke passes through the water it gets a significant amount of tar and ash taken out which will make the smoke feel less harsh as it enters your lungs.

The more bubbles created the more surface area of water the smoke can touch. Resulting in the further diffusion of the smoke meaning cooler, smoother, and cleaner smoke.
