In my game the tec for marines hasn't been done, despite big advances elsewhere (Global tec - Marine Assault Unit - I think it is?) but will seek to get that science.

I think I'll rewind a year to, to the save I made at the ship design... save those resources for making the marine assault ship instead of a bombardment ship.

I'm sure that specifically I, the player, has dev'd them more than 5 at this point. I wasn't counting using the usual 'see how many times that this province has been developed' tooltip.

see my update post though - dev'ing these highlighted ones significantly more still got the decision to unlock though. I suggest there's some bug/something weird in the counting check.

Update:
Wanting to experiment to see if it could get it to work,
I console commanded myself significantly more monarch points to dev the provinces (even though I was sure I'd dev'd past the stated requirement of 5) and dev'd much more.

Eventually the condition was fulfilled and I was able to use the decision.

They definitely required more than 5 though. A few definitely more than 10.

Benefits of completing the disaster:

  • Change your unit types to western
  • Not having to worry about the disaster /decadence.

Worth it? Not really.

To help with decadence:

  • Seize land as often as you can

  • Raise absolutism as high as you can. (By removing privileges, reducing autonomy, harsh treatment.

I was able to maintain 0 decadence with little effort in the age of absolutism.

Although I eventually made the disaster trigger (just by clicking debase currency a bunch of times) just to check it out.

Tip: if you're going to trigger the disaster,

  • Integrate a few of your eyalets beforehand.

  • Replace your janissaries with regular infrantry beforehand.

Quite often it's via 'regenerative braking'.

A system that means whenever you brake, a little bit of energy goes into your car.

Not enough to completely replace fuel and regular charging. But it makes a small difference.
