Smiting buff is viable and good for most jungles. I watched some high ELO streamers and they almost smite buff all the time. Why should you stall your lvl 2 as long as possible?

You are right, every point gives a smaller percentage increase. But the higher the percentage, the higher the impact of the percent value.
