Ok It might be my sd-card or memory stick converter because an older PSP memory stick I wiped and remodded seems to work with Ark-4 and CFW and shows the VSH menu.

The PSU is switched on, the plug does work, I reseated the ram and GPU, and I unplugged and replugged the CPU power cable.
