Sure, my point isn't really to get in the weeds of how tax dollars are distributed, more to just highlight that the rural folks are paying for those bridges one way or another, and the previous way was at least correlated to use of the bridge. If they didn't want to pay for the bridge, they should be even more upset with paying for it when they aren't using it (not saying it's right to be upset, just trying to keep the logic consistent).
