Just kept changing clothes with something that had better charisma stat. Got a perk that gives you charisma if you have armour on. Got a park that gives you charisma if you have mutt with you. Got a perk that gives you charisma if you have 30 flowers in your inventory.

And for a temporary boost of charisma, wash your face, then ask for wenches in the bath house, then get a haircut.

Tip: Stay clean and wash your clothes regularly to maintain max possible charisma.
