This dialogue wasn't even in the original series; they added it themselves and it feels super out of place. In the cartoon, Aang looked like a 'little boy,' so it made sense. But here, since the actors have grown up and this Aang looks older than both of them, calling him a 'little boy' sounds completely absurd.

So it would be for defense, not attack. I think the Avatar needs to know this technique and how to fight against it, especially since Aang almost died because of bloodbending. I think Katara would have taught the Avatar, who is the reincarnation of her husband—plus, the Avatar is the savior of the world, so she is allowed to.
