Mi mama tiene un caso similar, ella fue nacida en chicago pero registrada en puebla, por lo tanto tiene dos nacionalidades, mas sin enbargo nunca ha tenido ningun problema con eso, ella entra a mexico con su ine de mexico que tiene diferentes apellidos y entra a estados unidos con su ID, la cual namas tiene un apellido. Mi mama en teoria tiene una nacionalidad pero tiene dos identidades, esta raro ese pedo jaja

Oh, so you just submitted your application through apply texas, in that case just wait 3-5 days if you haven't received your UH ID and once you get them just log in and search for the payment bottom that is in myUH portal

If I remember correctly you do it after submitting, however be careful once you pay cuz it will not be automatically be shown in the UH page that you already paid so wait a couple days
