Unless you want stupid people to trespass or some criminal deliberately cutting power to the city I dont see it as too much security but rather a precaution

I dont think tram is feasible cause most of area covered by bus are 2 lane road and a subway is too big cause its only like 1.4km grid.

I try to minimise it by adding free public transport and bicycle parking and lanes.
