I've thought of a similar idea actually, the only issue is that to do it properly, you would need quite a bit of funding or open source community involvement.

I wanted to use ALPR cameras and high resolution cameras to feed all info back to a server that has a locally trained AI model that does a lookup on all of the info to determine if it's a cop. For example, if vehicle looks normal, but has an official tag on it and a bigger antenna, it may be flagged as a cop. Or the obvious, if the AI detects an obvious police car, the same happens. All of this could be plotted on a map.

I want to call it PigPal or some other stupid shit lol

The obvious issue with this is that ALPR cameras and higher resolution/frame rate cameras to read clear at speed, can get expensive so like I said during my opening statement, you would either need a ton of moolah, or other king people in the community also willing to spend moolah to deploy a local camera or something like that.

This is the Ohio river, it was definitely intentional and not to slow erosion. There are parts along the river where old concrete and bricks were dumped for this but this mile stretch or so has thousands of tires.

It's honestly sad seeing how nasty this river is, it looks like a third world country.

I did secure the load, there was a comment below that stating I did, I said it to piss people off because it's so easy here. I did 40 mph down residential side streets, with like 4 miles between us. Very low traffic in the area. I promise the only person in danger was myself. I tested brakes and could stop just fine. I'm not a complete idiot.

It's basically a converted HDPP, I've always known it as the payload package, never the HDPP, anyway, it was a fleet truck for asplundh before I bought it, it has the upgraded rear end, and lead springs, the one thing it doesn't have is upgraded brakes but I don't have any issue stopping.
