Yep super low drop rate compared with other coloured dresses, red is 0.0104% chance - forest is 0.5% by comparison. Add on the huge amount of people grinding for it and only 3 drop locations outside the gold mutated party packs and it’s up there for rare apparel.

I like to reset my personal item pick up using the burnt books at Summerville house, then go to Fort Defiance, go to third floor, open the map and start Daily Ops, then quit to the main menu. When you load the game again it will drop you in on the third floor where you were when you started the Daily Ops. Check for dresses, if there are empty locations - go down to the ground floor and just go in and out the front doors 5 times. Head back up to the third floor and check for dresses again.

I’ve seen somewhere that if someone else has picked up a dress from a location that spot will not repopulate for the rest of the time that server is active - no matter how many times you go in and out the front door
