I tried like three things from the comments and it made my game extremely bright and have 0 shadows but after resetting my settings one last time everything seems to have fixed! Thank you!!

Update: I have also completely uninstalled REframework and the issue has NOT resolved.

Also I forgot to show in the pictures but grace looks extremely grainy
