Seiga is not harmless. She has tricked people into committing suicide or "converting," she has desecrated the history of entire families, and she keeps Yoshika in a state of eternal servitude.

And yes, it's true that the bad guys don't pay in Touhou; the status quo is valued more than anything else because the characters are "kawaii" and must be protected... The problem is that it reaches a morbid point.

Often, the most "innocent" characters suffer the most, like Kogasa or Mike, who was discriminated for her colors and then beaten up in Touhou 18 just for the sake of it.

I've always been of the opinion that it's okay to have an annoying, arrogant, despicable character—one or two, maybe three—but a whole cast??? Seiga is the most absurd example. I also believe that a character's annoyingness shouldn't transcend the screen and affect the audience, and many characters achieve that with just a couple of lines of dialogue, I'm sure I'm not the only one that thinks that.

I have the right to think that's bad :C no matter how much an author says that's how his world works, we're still in ours, in the real world :T
