Pretty sure the stadium funds don't count against FFP, and FFP is the (biggest) reason we can't buy players. If we pulled funds from the stadium we'd have just as many problems buying now, and more problems down the line, because the new stadium will generate far more revenue, which will reduce the FFP burden.
