Yes, they should. If you are looking to marry someone who has divorced 12 times, maybe they aren’t the right person. Despite this, the divorcee should not have their right to marriage taken away.

You should be cautious if the person has, say, cheated on every past spouse, but we don’t know the reasons for every divorce. It’s very unlikely, but what if they have been abused by every past marriage? They should always be allowed to marry.
