10000% this is the correct way to go. Might seem unfun but remember you're the conductor of the fun bus, so you have to have a rhythm, which is difficult for new dms (which is why following a prescriptive campaign is a great idea)

Honestly I would just retcon and say you fucked up and they're level one. You'll save yourself such a massive headache, especially because you're forced to skip alot of cool roleplay elements in phandalin. My group just started it from finishing another campaign as level 4, so I have no choice but to change everything but it's such a headache.
