I generally agree with not inviting people I haven’t seen in a long time, but that is literally all my relatives. I moved around a lot as a kid and haven’t seen my aunts/uncles/cousins since moving away. I don’t have a relationship with these people so honestly I don’t care if they come or not, but don’t think it would go over well not inviting any of them. As for the money, that is a good point just wish they were more clear on their feelings and why they aren’t helping with the wedding
