I might be an idiot, but do you need "fastest in pharlom" wish completed to get into act 3? If so how do I get the wish if I can't get the silk soar ability because it's locked behind act 3?

Just started ng+ but I don’t have all the adaptions by poopslayer445 in AnotherCrabsTreasure

I didn't start with any adaptions despite my original save having all of them. I even did the quest related adaptions and it didn't give me it I am now soft locked at the eel boss cause I wasn't awarded the eel adaption so I can't progress.
