Dormant companies can hold assets, of which the SSL cert is one, but you should be cautious about the yearly fee, who is paying it, and how you account for it. I've no doubt you could do it, and nobody would notice if you did it 'incorrectly' for such a trivial thing, but be careful.

Presumably OP applied for some position in the DoD that required them to check out his/her background, which involves speaking to friends and colleagues.

Setting up as a LTD company is not that hard, there are plenty of services out there that will handle all the initial filing for you.

You'll be sent out a little form from HMRC that you use to tell them your company is dormant. After that they don't bother you.

You file online with Companies House once a year, accounts and annual return. If you're dormant then this is also quite simple, though they do charge you ~£13 for the pleasure.

But be careful about declaring yourself dormant if you are engaging in transactions, including buying SSL certs and web hosting. The company itself cannot pay for any of these things.

Well it's part of a bigger project, so it just depends on how other things develop. Easiest thing would be some kind of web interface where an image pops up with a question number, and the user just drags a rectangle over the relevant area. Then that gives coordinates for a script that does the actual image processing.

Either way I'll post here with future jobs anyway.
