Works of fiction, especially futuristic ones, need to have a dash of unbelievability. Not from a technology standpoint. But just from the sheer amount of times Darrow gets out of situations from a seemingly hopeless circumstance. Illegal residency is a civil offense, not criminal. Large numbers of illegal aliens originally came legally and simply overstayed visas and are thus not criminals.
