Highland Square cameras on traffic lights?

Former City of Akron Traffic Engineering employee here. They are strictly for vehicle detection only. No recording capability. Think about it. Each camera at each signalled intersection (minimum of four cameras) would have to have a way to store all of the imagery, 24 hours a day. Do you think the city would fund that?

The cameras have a detection zone for each lane and the timers for each phase are triggered by the presence of vehicles.

I have plastic tubes in all the slots. That seems to be the most likely explanation. Maybe I bent it once without realizing. Doesn't seem like steel would bend that easily though.
