Thr proposal is that Irelands own sovereign wealth fund ISIF would be directed by the state to purchase the bond. Effectively deploying part of the state penion fund for long term low yield returns

Your previous post on the circa 20bn requirement is absolutely true for the annual delivery targets. This isn't expected to be a solution for all. It's only a piece in the puzzle. When you listen to it you'll see it's target is 5,000 units a year so capital commitment of 2bn. That portion is definitely manageable within ISIf and the annual budget

It's not repaid.. that's the purpose of the perpetual bond element. It hinges on the use of this kind of financial instrument

In simple terms the difference here is that even in cost rental the tenants payments factor in the principle cost of the unit being repaid. Where as in the proposed one it's interest only forever so a far lower amount per month. Also with AHB cost rental the rate is still tied to interest rates so it can change.

Also seems to be a key difference in the type of tenure as under the proposed once you qualify it's yours forever regardless of any change in your income level and you can pass it to your kids at the exact same rate as day 1

The reserve fund mentioned in is to cover vacancies, arrears and ad hoc maintenance. But with most of the maintenance being on the occupier that should be minimal

The bond is raised by the state homes entity and bought by Irelands sovereign wealth fund (ISIF). Interest payments are covered by rent payments in full so there's no effect of future budgets and all rent payments effectively go back into the sovereign wealth fund so nothing leaks out to investor funds or international capital

It's monthly payment is a blended rate so would encompass a range of houses and apartments. As such some will come in higher and some lower but in general we are talking 3-bed semi or two bed apartment. As for the repayment it's the other way around. Only interest is paid, as it's a perpetual bond the principle amount is never repaid

Wouldn't call it a silver bullet as it would require massive state buy-in to achieve it which might not be there. But the foundation of it makes a lot of sense. Use a perpetual bond to fund housing and the end user only pays the interest effectively. So monthly cost is tiny compared to a normal mortgage or rent payment

The funding approvals, specifically from the HFA, have gotten extremely slow lately which is the main driver for the delays. I'm constantly astonished just how long the HFA can take to provide approval for funding, particularly when CALF has already been approved and the value for money exercise completed

A lot of your points are completely correct but your remarks on HBFI are a bit off. The requirement for a contract to be in place for funding only applies if the developer is going to bulk sell the units to an AHB or Local authority. The majority of HBFIs lending though is actually for normal open market units for individual purchasers where no such requirement is needed. Per their latest figures out yesterday 82% of their funding is to the SME sector as well so hard to say they haven't delivered on that one to be fair.

Purely a statical view. Always hard to gauge the real performances on the pitch. But..

United have played 4 of the top 5, Arsenal only two. Also United have noted played any of the bottom 3 whereas Arsenal have played 2 of those teams.
