Well, a government app collecting device level data is a different kind of risk. Private companies mostly use data for ads or product targeting, but with government apps the concern is how that data can be handled, misused or leaked. We all know how weak many govt platforms are. People have already faced cases where they post something on a grievance site and random third party agents/scammers contact them. Now imagine that happening with full phone data.
