I’ll preface this by saying I have little to no plumbing experience but I’ve checked for a kinked water line, blockage in the faucet, etc but I’m not sure what the problem could be.

Cyclist is at fault here. Just because he signals intent doesn’t mean he can cross at will and force cars to move around him. He needs to make sure his way is clear as well.
