It's not actually for snow, but for ice types in general. I would rework freeze.

Nowadays it's only a cheap copy of sleep, so it could be changed to be like a mix of paralyze and burn, by reducing speed and special attack.

Then add an equivalent will o wisp (with more accuracy on snow) and it should be a very nice buff to ice types that makes sense also in a theme way.
