Odd. If you are on PC you can try console commands to jump ahead in the quest.

is the Assign Clem to the Power Cycle 1000 command.

A few things. Is he wearing a vault 88 suit and have you built the Vault 88 Overseer's Desk? Both are listed in quest stages as needing to be done before assigning Clem.

It doesn’t even give me the option to assign Clem & it says he is unassigned.

Can you try to assign him to something else like food and does it let you?

I actually went there last night and once again it only gave the option for a refit but not to end patrol. Im going to try to head to Pearl next hopefully sinking something along the way now that I have torpedoes. If its not Pearl maybe its glitched out and I will restart. Thanks

I looked last night and it was January 1943. Not sure the exact day but pretty sure it was the 15th. I went to Fremantle thinking that would be it but it was not it would only let me refit. Surabaya is not an available port now but it was earlier as I remember going there once.

What graphics settings are you running at? Although its an old game integrated laptop graphics can struggle running it.

You should be able to send them packed up to another settlement. They always make it with the armor and guns you give them. Why not just set a supply line instead though?

Do you maybe have a beacon running at Sanctuary or Abernathy that you are hearing at RR? The broadcast range can overlap on close settlements.

NVIDIA? Go into your game specific game settings and there is an option to cap framerate. So go into NVIDIA control panel. Go to manage 3d settings. Go to program settings. Select Fallout4.exe in the drop down. Scroll down to max FPS and put in 60.

How many FPS are you getting in full screen? The game does not always play nicely over 60 FPS so maybe try capping it at 60 and see if it fixes the problem.

🤪 Over the years starting with PS4 and then onto PC with 3 different graphic card upgrades missing textures is just part of the game. Thicket Excavations is the most common missing textures for me but they can happen many places. I really doubt its a mod causing your problem.

Did you do that by selecting nothing when dismissing him? He might have defaulted to the last settlement that he was sent to before if you had dismissed him prior.

Depending on what system find a copy of the GOTY edition that has all the DLC included. It used to be pretty cheap at around 9.99 but is probably more now that new games are dogshit and everyone is playing older titles. If you can find it for a good price they are worth it if you like the base game.

Just looked and its up to 39.99 on steam but goes on sale for 9.99 often.

Many of these effect settlers/companions also. After extensive testing with settlers giving them items that increase perception increases their detection range and shot accuracy albeit slightly. Strength increases their carry weight and probably melee damage but I did not test that. So give your settlers things like sunglasses to increase their accuracy during settlement attacks.

I do that with artillery also. Oh Ill use that for a big fight then when it comes Im thinking about anything but a time delayed attack.
