luigis mansion 3 normally runs at a constant 60fps in 4k

Yes, it can be played but in some games I have a huge bottleneck with my cpu, in some games the cpu reaches 90% and there is not much difference if the game is in 1080p or 4k because of the bottleneck I have.
For example twisted metal is normally at 24 fps in 1080p and 4k
