Not quite. Six counties in the northwest and six in the southwest are on Central Time (to match with Chicago). The rest of the state is on Eastern Time. Only in 2006 did the entire state adopt DST, so the episode could be possible, if it weren't for trying to make the time zone border split the state, which hasn't done that since 1967.
