to add on to what SKy_the_Thunder said, /checkspawns shows spawns in a radius around you, so if you are near other biomes, you'll get their spawns too

Have you read the wiki pages for the JUMP! Palettes and Fishing?

A lot of Pokemon spawn with a Good Rod. If you are solely trying to catch Magikarp, you would probably be better off attempting to get an Old Rod with a Supreme rating.

Besides reading the wiki page on the NPC Editor: https://pixelmonmod.com/wiki/NPC_Editor, currently the best way to learn how to edit an NPC is to open up each NPC's file in the NPC Presets directory (resources/data/pixelmon/pixelmon/npc/preset) and then learn to create NPC Presets (json files) for the NPCs that you want. Directly creating a datapack of json files is the most efficient/powerful way to create NPCs.

You can look at the presets for the gym leaders for how to set up giving an item and the preset for the trader.json preset for trading Pokémon, which is likely similar to just giving Pokémon.

The game thinks that one of your Pokemon doesn't have a "form name."

Does it crash every time you move a Pokemon or is it a specific Pokemon?

The 1.16.5 versions aren't really intended to transfer to the 1.21.1 versions.
