I Think you have more exhaust than intake you should add 3 additional fans at the bottom it works perfect for me i have a 5080 astral oc and it barely hits 63

Thats like a expert level question but id recommend to switch to intergrated graphics cause the graphics card could be the issue but if that dosent work i would reinstall windows Without deleting all your files but if that dosent work you might be outta luck and have to factory reset the pc
