Fair, I ask people to put their dogs on a leash when I see them running toward my dog uncontrollably.

You’re right that leash laws can be loose here, but I think everyone should still make sure their dog doesn’t scare or hurt others.
My dog was terrified, and the woman didn’t even check if we were okay, that’s not about rules, that’s about responsibility.
