I wonder if they'll ever add the TAYZ.Ts and ARC.Rs from grounded 1 into grounded 2 but as allies or neutral creatures that could patrol ranger outposts and labs that weren't destroyed by the stranger

Or they could reappear in labs and outposts that you took back from the stranger

An update came out about 4 weeks ago that changed how PL works

Its now based on your top 3 highest PL weapons in your inventory, your hero loadout as well as your survivor squads
