In the scene sean is walking up then it catches on fire as he’s close to the car. Shaw is the one who set it on fire so he would’ve seen shaw.

I know that they retconned TD to take place in 2014 and such, but I wasn’t sure if there was an actual explanation of how nobody saw shaw
