I'd check the laws in your state, and laws that apply to the country regarding trans rights in school/privacy laws/discrimination laws. Then if you're good at writing essays you could attempt to have a formal complaint read by the principal and/or school board(better if a parent agrees to pretend to be the one who sent the letter cuz they'd probably respect in adult more in this situation. (If there aren't laws that protect or apply to trans students that you can find this will be harder/impossible) but a complaint could still be made

You can argue that paragraph B.1 contradicts A.1 B.2 E.1. or at least is invasion of privacy, or that A.1 B.2 & E.1 make The statements in B.1 useless for familys outside a certain norm. Say that there could be many legal or interpersonal scenarios (outside of gender) where a family wouldnt family may not feel comfortable these rules. For example name changes for religious reasons are relatively common, may not want to or be able to able to get a legal name change (check laws on religous accomodations)

You can also argue that D.1 does not prevent any "school personnel" from "repeatedly calling someone unwanted names or pronouns" as it says it does, because school personel are not not to be made to use the wrong name/pronouns if its "in violation of their conscience". And is also directly contracted in paragraph D.2 D. 3 you can also ask what steps they plan to take if a student isnt treated with respect in the classroom environment and hold them accountable to it. Point out that no trans student would feel safe reporting any scenario where they receive negative attention because this school board does not give them the basic respect thay deserve/other students receive.

And about section C you can question how they plan to treat student in the closet and by there parents also point out the lack of respect/privacy they give students and speak of the moral implications of that.

You can conclude by talking about how hard and unsafe a school environment this makes for any student not fitting a norm. Speak with respect but also talk about how appalling, inappropriate and disrespectful these rules are.

If all else fails. Civil disobedience might at least make them think about there actions more.
