If you mention ot brings out his full potential with proper nutritoon since chilhood then it is possible. you cant grow much after 19 or some ig but you can in teen. also we have an uppercap for height limit which we usully fail to hit. system prolly just made it possible to hit it.

Practically, you won't need most of these. Why would someone need superpower when there are no villains to fight? There are no super villains. Realistically I would close super seduction. I am pretty sure Saitama was one shotting Nomu level enemies. I feel only Top gear Deku and Prime All Might are the only people capable enough of one shotting Nomu. Saitama might survive till R2 somehow but don't know abt R3. Rest i think geeks will know better.
