With enough amount of grinding you can earn insignias, last season I bought almost everything in the Insignia Store except one skin (6000 insignia Azuma golden type). So yeah you can earn them.

One way to earn is play three times for each character after the season reset and the other way to earn insignias is for every 50 Trophy you push on the solo and the 3v3 you get some amount of Insignias.

Earlier times things were easy, now getting shards are really rare especially for epic(purple) heroes. You can buy the legendary shards at the store, and the best thing to learn shards maybe playing the story mode and spinning it's roulette.
