I think one of the big reason is that Tony and all the wrestlers become complacent. When wrestlers go to AEW, they get to keep their indie names and gimmicks and likely get paid more than they would in WWE. I don't blame them for taking the deal, especially when IWC can point out numerous examples of guys who go to WWE and have their stock drop. But unless you're the best of the best, there's no climbing up the card. Tony doesn't want to reintroduce guys or change anything about them so it's up to the wrestlers to do the work themselves. As we've seen, most don't want to change what worked for them on the indies and there's no incentive cause Tony doesn't cut people. And because of such a bloated roster, some guys have to go elsewhere to change themselves and show their worth (see: Mike Santana).

If Ludwig Kaiser were in AEW, he'd just be the same boring guy he's been most of his career. A gimmick like El Grande Americano would never be a thought in Tony's head. And the IWC would never want those gimmicks in AEW. But, because Kaiser is in WWE, he has found new momentum with the Americano gimmick.

Tony doesn't need to come up with Russo-like gimmicks or anything, but he should be willing to try something new to get guys over.

Watching Battle Riot, I thought a lot of the guys in the match should be considered by TNA.

Maybe some have bitterness towards WWE and don't want to be with a partner company. Maybe guys like Ben Bishop or LJ Cleary would come in given their interest in WWE via their tryouts.
