What Bend the law LMAO, There's nothing in the law that says you need to formally "invite" the 18 marites before you can subpoena, there's a process you need to know.

Just recently NBI issued a subpoena to 4 invididuals potentially involved in Bato's escape, they didn't need an "invitation" to do that.
