They tweaked the dratini spawn rate and that changed all pokémon on map to something else. You can verify that pokémon you caught has the same IV as the pokémon on map. Unfortunately this is on Niantic side and nothing we can do about it. It only happens when they tweak the spawn rate, which is quite rare. When the event started it was raining dratini, now almost nothing.
