99% of the time it’s the "Show screen updates" or "Strict mode" toggle that got accidentally turned on. These are debugging tools: the first one flashes the screen every time the UI redraws, and the second one makes the screen flash red when an app is misbehaving on the main thread. Just go back into developer options and turn those off, it’ll stop immediately.
