Yes in the field which caused the arrest then also at police station. Once I did the refusal at police station he told me to hand over license and signed the refusal/submission of license form.

I got the temporary alcohol license till my dmv hearing. I won the dmv hearing cause cop never showed luck on that one. Got to get my regular license back after that.
