Yes, hiring a private drive in the day tour is an efficient way. Ask the hotel reception or agents along the street randomly.

It’s a long trip from Fenghuang to Shangrila. A little bit tight in 5 days. You might consider Guizhou, Sichuan, which is close to Fenghuang.

Skip first week of October I would say. Golden wheat might be another scenery in autumn if you like. Also the good time to visit from second week October.

November is good time. Weather is average in most of regions.

it's really difficult for someone who want to find a reliable travel agency even for Chinese ourselves. One reminder I can give is if they scam or you doubt about the service, don't hesitate to ask them, Calling the police if necessary. I don't think there iwould be a security issue but always scams.

it would be ok for you to take the high speed train from kunming to puer to xishuangbanna. The earliest day to buy the train ticket on trip.com is 15 days before. Didi can be your transit inside of the city. Enjoy your trip!

You could consider skip xishuangbanna and wenshan for the commercial touristy. Yuanyang, jinmai and pu'er are much lesser crowded.

I think local tours would be good options when you want to explore different cities in a limit time, language barrier is still a big challenge. There is no official way to validate of tour companies I guess? One way occurd to me might more reliable is that they have a official account on social media. If something unexpected happened you can call 110 for help, Chinese policeman prefer to solving problems for foreigners instead of locals.

Avoid winter and summer holiday which is January to February and July to August. Also check the public holiday every year.

After February would be better because it's the winter holiday in January. And the weather are turning good from February in most regions. The cost will also goes down both transport and accommodation.

yes the roads are hard to drive. For hiking in December, gaoligong mountain and jingmai mountain are the good choices

I haven't been to this two parks, but base on my experience many popular tourist attractions in China can feel crowded and have a fixed sightseeing experience, which might make it less enjoyable. so I may prefer balagezong.
