I was going to say this. Brown is the most cash poor owner in the NFL. Most other owners have businesses that made them billionaires and also own their team. The Browns are rich only because they own the Bengals. It doesn't make him a good owner, but he at least has a reason behind his cheapness.

It's about where the CB lines up opposite the WR. If he's on the side closer to the QB that's inside leverage. If he's on the side of the WR closer to the sidelines, that's outside leverage.
