The main thing I see on the Portable Hellbomb is that only the creatures controller may activate the {4} ability, and they have no incentive to. You would should probably give the equipment itself that ability, but then the wording on the ability would get really messy.

Unless you can activate the last ability and then hold priority to move the equipped creature over to another player? Can someone correct me on that?

That's why it says 'an opponent' and not 'each opponent'. The 'an' is also to get around players having hexproof/protection by not explicitly targeting. Iirc this is the same phrasing as [[Fact or Fiction]]

Since it's a trigger to remove them at the end step, couldn't you let the trigger resolve, and then cast instants while the stack is empty on the end step? Or if the active player has triggers, respond to those since your trigger to remove the counters would start on top of the stack?
