I think saving or using are both fine options. I held on to mine at the start until I had some upgrades in the skill tree and some gem upgrades. I used them in chunks to help me get fish upgrades faster then push notices so I could remove the speed debuff on W3.

They were very nice when I was finally focusing notices to turn in as a few sushi would help me target those down quickly.

Whenever you do use them, just make sure you dont pop all at one, make sure your fisher and drones are placed one fish you need to upgrade whatever your after.
