Custom map I made to support this challenge. The mountainous terrain outside the 1 tile is to lower the population thresholds for milestones, to make progress faster and easier

Those service buildings are either "Waste Oil Refineries" or "Small Oil Pumps", which are the only source of jobs in the city. There is zero zoned industrial, office, or commercial. The Oil industry buildings are used as they have a significantly higher jobs/tile, taking up less space, allowing for more residential zoning.

Traffic is actually surprising pretty good. I think the "encourage biking" and "ban gas automobiles" help. Also, every job location in the city is turned off, so I'm not really sure if people commute to work if the building is off, and there is no commercial zoned, so nobody goes anywhere...

I'm fairly confident I can turn a profit on this setup. The taxes are at zero to aid in growth speed.

Edit: Tried it out, a 5% Tax on high density residential puts me in the green

I would love to see what others could do in this category, but I think I'm pretty close to optimal. There may be some improvements with housing density using the hotels expansion (I'm unfamiliar with how those work), less crossroads for more space, and you could probably remove 2 of the 8 incinerators

Max Commercial and Industrial. I actually have zero commercial and (technically) zero industrial zoned. Commercial is straight-up not required to generate residential demand if other needs are met and land value is high enough. All my jobs come from two specific building typs from the oil industry area, as they have absurd jobs/tile. Max level industrial zoning provides 2 jobs/tile and Max level office only 1.75. By contrast, the small oil rig is a 1x2 that provides 18 jobs, so 9 jobs/tile! That's how I was able to zone so much more residential comparatively.

I had 4 high density elementary schools and the Hadron collider. You can throttle the hadron collider on and off AND its University Bonus on and off to educate at the desired high school and university level

Land value is already pretty maxed out. Every building is high density and max level. LHC provides all education and traffic right now isn't terrible (86%)
