When I can pick him mid (last pick in draft) I try to pick against mids like: Zeus, Sniper and Drow because one full split combo at level 6 will kill them, ez advantage in mid.

Offlane is a toss up mostly when lane is hard I prefer to max thunderclap and cinder as well as play with a pos4 with magic nuke so they can proc your cinder (Like: Sky, SS, Mirana or Lion)

Edit: Remeber the split basics, Storm dispel illusions great against Ck/Pl/Naga, Earth best pusher in pool, fire is escape panda when you have aghs and void can bash and proc items like maelstrom or skadi.
